Cop claimed aggressive youth who swung at him had reached for his gun, at which point he fired his gun at the youth in self defense. Newly released surveillance footage.. shows cop running up behind the youth, then smashing him in the head with his gun in a surprise attack...

How is speeding a civil matter? Is that just local to you or is it everywhere and have I just always assumed it was criminal?

Most places, 1-20mph over is civil. If you are going 20+ over the speed limit, the officer can cite you for criminal speeding. Most don't though, as they have the choice. I've only been cited for criminal speeding once. And that time I was definitely speeding. I went to court and the prosecutor dropped it down to civil. I have had ok luck with prosecutors, just not officers.
