Alcohol is banned until the age of 21 for other, (arguably poor) reasons. In all honesty, alcohol is a pretty destructive drug. Its higher age limit is an attempt to temper that fact. Probably a better policy would be trying to change the culture of binge drinking in the U.S., but that is a difficult thing to do.

Binge drinking is a direct result of the age ban. If it were less taboo and illegal for young adults to drink responsibly, then there would be no reason to binge when alcohol is acquired. If parents were allowed to teach their children how to responsibly go about consuming alcohol, rather than demonizing it, then people would be less likely to want to abuse it.
Sure alcohol is bad. It's a lot worse than other substances, even illegal ones. However, that does not mean it cannot be used responsibly.
