Okay, now that makes sense. They did not look at the simulating effect respectively. That also explains why I personally have preferred the intranasal to injections, and why I prefer the regular semax and Amidate to the acetyl version (I know the Amidate is also acetylated). I recently read that in mice models, intranasal admin was far more neuroactive then injected. The injected gives the more stim and systemic effects than dose intranasal.
I'll get the articles to you so it is not just conjecture.

I could see why some would find the stimulation more pronounced with the subcutaneous admin, and the mental "nootropic" effect more pronounced with nasal admin. That could be why some people prefer one route over the other. Some people are more looking for the stimulation aspect.
