Super rich hiding up to $32 trillion offshore, which amounts to roughly the US and Japanese GDP combined. Up to $280bn is lost in tax revenues. Some of the world's biggest banks are involved: HSBC, Citigroup, Bank of America, UBS, Credit Suisse

Can't you do the following?
if they are american companies going outside, tax the money that goes out.
Companies that stay local/fidel to US gets priorities in market.
That way, if you want to go to a tax heaven, fine, but you'll give us more in exchange to be able to use our market.

That would require an overhaul of our tax system. I believe most people want this in some form or another.
