Super rich hiding up to $32 trillion offshore, which amounts to roughly the US and Japanese GDP combined. Up to $280bn is lost in tax revenues. Some of the world's biggest banks are involved: HSBC, Citigroup, Bank of America, UBS, Credit Suisse

Wow. It really sounds like paying the 44% tax would have A) reduced the pain in the ass work needed to set-up this bogus company, and B) uh, actually given him some of his money.
Is this the part about greed they never tell you? (or, alternatively, always tell you?)

I agree, but in the end the US lost out on tax revenue. The government can keep trying and failing, or they can take some advice from the business world and revamp our tax system. Everyone wants it, even the businesses! Simplify the system, make it less advantageous to cheat, then just maybe tax revenues would go up and risks like the one above will go away.
