That is incorrect. Each state has various funds for the specific programs. Percentages of each type of tax revenue are allocated to various funds. Certain taxable revenues go to only one specific fund, and cannot be relocated without a new statute being passed. This is why some funds in states have a surplus, but taxes still need to be raised in other areas to make up a shortfall in a different fund. Each fund has only certain allowable uses.
