Okay, I get what you're saying in principle as you want to compare apples to apples, but you simply cannot do that in this case. Life doesn't pick and choose which tax to fuck people with, life just says, "hah, suck it, you're poor" and that is that. So if you are trying to improve people's lives, you have to look at everything that affects them. Overall, the middle class pay more than the rich in taxes. So making them pay more will just destroy them and ruin the economy. The rich, overall, have a ton of disposable income and can afford to be taxed more, so it doesn't matter which tax you do it with, tax them more! Hell, tax them more with every tax, because they can afford it without compromising their quality of life.
Then on top of that reduce spending, and voila, you have a solution.

Yes, I agree. However, you must understand that we are a republic. The state tax system is not controlled by the federal government. Enacting a federal tax, or eliminating it for that matter, will not directly affect the state tax. Not to mention the fact that the federal government is so inefficient at distributing the taxes to the states properly. We need to lower our reliance on the federal government, and increase our involvement in the state and local. That is most likely going to mean increasing state taxes. However, it will most definitely mean decreasing federal spending, and most likely federal taxes.
Taxes aside though, we need monetary reform! We need a stable currency that maintains it's value. I feel that fact is getting lost in the arguments about who should pay more taxes!
