What is phosphatidylserine and why do so many "brain boosting" products contain it?

Phosphatidylserine seems to be a popular ingredient in the emerging Nootropic industry. What is it supposed to do? Is it effective?

The Examine page refers to the bovine source as "bovine cortex"--neural tissue, and associated risk of BSE (mad cow disease). I'm vegan anyway but that's a risk I would not take.
I'm curious about the efficacy of the soy-based product though. I thought that it was frequently mentioned as an extension of "Mr Happy's" Uridine/Choline/DHA/B-vitamin combo.
BTW, I'm not totally convinced that there are no current cases of BSE. It may be mistaken for Alzheimers or not diagnosed at all.

Yeah, that is always a risk. However, if the plant-based stuff is ineffective, then it's just wasted money. I am still curious about trying the bovine sources, just to see if there really is a subjective difference.
