Phosphatidylserine seems to be a popular ingredient in the emerging Nootropic industry. What is it supposed to do? Is it effective?

The different sources are bound to different fatty acids. Soy is mostly polyunsaturated acids. Bovine is saturated, monounsaturated, and long-chain polyunsaturated acids.
