If you don't have enough money to do that, you don't have enough money to move to a new state. Congrats, that's the problem that most people have, and would be stuck with under abusive states.

My cousin was homeless and out of work. He hitchhiked (yes illegal, but what isn't?) from Kansas to Seattle to relocate. He stayed with some friends till he got a job and back on his feet. Now he lives there and is a pretty successful car salesman. He at least had the option to leave for a place that suited him more. You think it would have been just as easy for him to get a visa to Germany, Netherlands, etc, then learn a new language? As a democratic republic, we have a unique situation in the world. We have the freedom to be US citizens, yet relocate to different areas that suit us best. Is it always practical? No. The option is there though.

On the same token, my friend who is not homeless and has many possessions has chosen to move to LA. It's only costing him $100 for the moving van to take his stuff from here in Phoenix to his new place in LA. No visas, no paperwork, no flights, just a couple hundred bucks and some friends helping him load the truck. Please tell me how that is just as hard as relocating countries.
