"Melted" pramiracetam from Nootropics Depot. Should I throw it away?

I just received a shipment of pramiracetam from Nootropics Depot. Despite being packed with a dessicant and a cooling pack as always, the contents were moist, clumpy, and smelling of acetic acid. It's worth noting that the jar itself did not contain a dessicant, only the external packaging.
I contacted the vendor and they said they would send me a replacement and that I don't need to return the item, so now I have a jar of clumpy pramiracetam. I have some questions:
-Aside from the possible loss of quality, is pramiracetam dangerous after it's gone off?
-Does it usually come with a silica gel packet?
-Is there any reason I shouldn't use the product, since it's just going to waste otherwise?

Pramiracetam melts at a super low temp of 116*F. Normally that's not an issue, but it is 106*F here today, and sometimes the mail trucks sit in the heat. So they get hotter. Mailboxes also in direct sun get way hotter here. We try to mitigate it with insulated mailers and cooling packs, but sometimes that is not enough.
As for the safety, melting point is low, but thermal decomposition temp is higher. So just because it melted does not mean it broke down chemically.
It does not come with a desiccant, because those create heat. Many people don't know this, but desiccants give off heat as they absorb moisture. That's usually not an issue with most things, but pramiracetam has a melting point low enough to have it affect it. So if we included desiccants, it would actually melt around the desiccant as it absorbed moisture and gave off heat.
