"Melted" pramiracetam from Nootropics Depot. Should I throw it away?

I just received a shipment of pramiracetam from Nootropics Depot. Despite being packed with a dessicant and a cooling pack as always, the contents were moist, clumpy, and smelling of acetic acid. It's worth noting that the jar itself did not contain a dessicant, only the external packaging.
I contacted the vendor and they said they would send me a replacement and that I don't need to return the item, so now I have a jar of clumpy pramiracetam. I have some questions:
-Aside from the possible loss of quality, is pramiracetam dangerous after it's gone off?
-Does it usually come with a silica gel packet?
-Is there any reason I shouldn't use the product, since it's just going to waste otherwise?

What type of pramiracetam you are offering ? Is it freebase, sulfate or hcl ?

Freebase. All commercial pramiracetam is freebase at the moment. We have considered doing a salt of it, though. HCL would not be too difficult.
