"Melted" pramiracetam from Nootropics Depot. Should I throw it away?

I just received a shipment of pramiracetam from Nootropics Depot. Despite being packed with a dessicant and a cooling pack as always, the contents were moist, clumpy, and smelling of acetic acid. It's worth noting that the jar itself did not contain a dessicant, only the external packaging.

I contacted the vendor and they said they would send me a replacement and that I don't need to return the item, so now I have a jar of clumpy pramiracetam. I have some questions:

-Aside from the possible loss of quality, is pramiracetam dangerous after it's gone off?

-Does it usually come with a silica gel packet?

-Is there any reason I shouldn't use the product, since it's just going to waste otherwise?

Fasoracetam is 57*C, which is 134*F. Regular alpha lipoic acid is 60*C, or 140*F. Our Na-R-ALA has a much higher melting point. That's actually a good way to tell the difference between normal ALA and the sodium salt. Na-R-ALA has a melting point of 240*C, or 464*F! The sodium addition makes it have a much higher melting point. That would likely happen if we did salts of fasoracetam and pramiracetam, too.
