"Melted" pramiracetam from Nootropics Depot. Should I throw it away?

I just received a shipment of pramiracetam from Nootropics Depot. Despite being packed with a dessicant and a cooling pack as always, the contents were moist, clumpy, and smelling of acetic acid. It's worth noting that the jar itself did not contain a dessicant, only the external packaging.
I contacted the vendor and they said they would send me a replacement and that I don't need to return the item, so now I have a jar of clumpy pramiracetam. I have some questions:
-Aside from the possible loss of quality, is pramiracetam dangerous after it's gone off?
-Does it usually come with a silica gel packet?
-Is there any reason I shouldn't use the product, since it's just going to waste otherwise?

Normally that's not an issue, but it is 106F here today, and sometimes the mail trucks sit in the heat.
Yikes, maybe I should rethink buying fish oil any other time than the middle of winter...

Fish oil hates oxygen, not really heat. Also, it's not common for packages to get too hot. This was just an outlier that we are having FedEx investigate.
