Sublingual noopept with tablets?

I received a free set of Noopept tablets from Smartnootropics, to which I've been taking 10-20mg doses of orally, with no effects.
I've been reading a bit and read that sublingual noopept is absorbed better than oral noopept. I tried putting the capsule sublingually, however the capsule clumped up and the taste of the capsule itself was disgusting.
Has anyone got any suggestions to take noopept tablets sublingually?

I am not out of touch with reality. People usually call it a different perspective.
I absolutely agree with you that to take part in pharmacological discussions one needs a solid knowledge of chemistry and, also, some other related fields. You accumulated a lot of that knowledge and built a company using this knowledge. I salute you because of it. I will stay out of pharmacological discussions.
However, please open up your mind to the possibility that the vast majority of people using nootropics do not have a major in chemistry, and they do not want to have it, and they can be absolutely fine not having it. Does it sound like it can be right?
What most people search for here and elsewhere is reliable short information regarding the products they are about to try. They want to be sure that nothing bad happens if they use the products. Again, does it sound right?
Do you give such information to them or some guarantees? Are you actually allowed to give such information or any guarantees to them? No, you don't. And no, you are not allowed.
But the vast majority of people would love to have them, anyways. They want ease of use. They want certainty and guarantees. And, fortunately, they have other things in their lives going apart from browsing r/nootropics looking for various anecdotes or quotes from studies.

I hope you realize I have no problems with your business, and really wish for you to succeed. Having a good vendor for the pharmaceutical stuff from Eastern Europe/Russia, for a good price, is an asset to the community. You giving some competition to RUPharma and Awake Brain is much needed. So I hope you realize that. I have just taken some offense to your questioning of our methods for trying to advance the compounds out there, and the pharmacological reasons for doing them. I am very interested in advancing our knowledge of these compounds, and get excited trying to get others interested as well. However, I do know that some have no interest in that, and would much prefer ease of use in the way it has been done clinically in Russia and elsewhere. That is certainly where you come in, and I want you to do that. Just try to not take jabs at us every time you do.
So by all means, I want you a part of this community. I want people in it that are passionate about something, and benefit certain consumers. Your idea about getting an MD from Russia to help people out with advice and things of that nature is novel, and something I am totally on board with. You nor your business are my enemy. I just don't always want to read people saying what we are doing is pointless and unnecessary. I certainly do not call what you are doing pointless. I understand it. It's just different than what I am doing. Both can coexist peacefully, and perhaps even help each other.
So hopefully this gets us more on the same page. I am not against what you are doing by any means, and do want to see you succeed. You just need to word your position from an alternate perspective standpoint, rather than one calling into question ours. Say things like: "Do you have no interest in being an expert on pharmacology? Do you not want to research, and just want something that works? Do you want to use compounds as they are prescribed in Russia and Eastern Europe? Do you want those compounds for a good price? Do you want help and explanation from an MD on staff? Then Cosmic Nootropics is the vendor for you!" You can position your advantage in a positive way, rather than a negative manner in relation to us. We are doing different things, and that is okay.
