It seems to be almost inactive even at double and triple the amount, despite reading otherwise. What would be the free acid dose equivalent to 20mg of sodium?

Do you think it's safer to take the sulfate or free acid form? (i know all compounds have risks, but to what extent?)

Neither is any safer or more risky than the other. They are both still Tianeptine, just one is a salt and one is free form. Without formal human pharmacokinetic studies, the absorption differences can only be inferred from their solubility differences.
