Should I expect to "feel" something from a Nootropic?

I understand that in some cases the answer is yes. However, when I was introduced to Nootropics, like the racetams, I was told that its not going to be like getting a buzz...this was what drew me because I was not looking for a legal high or something childish like that. I was told that I would do research, starting with natural supps as a baseline, and then add racetams for a period of time at a regular dose and schedule. The effects would be subtle, defines over the course of a month or so, and would include increased cognition that may result in subtle mood change, perspective etc. I feel like Nootropics are more and more marketed for their immediate effects-Aniracetam for anxiety, Oxiracetam for stimulant and so on... Am I missing something?

I would agree with that litmus test. A lot of people want more immediate and noticeable changes, though. They want things to replace stimulants like amphetamine or methylphenidate, or things to immediately reduce anxiety. Then there are people like you, who want more subtle and long term gains.
