Is there a definitive list of what can be taken daily, long-term, and what shouldn't be?

I'm finding dribs and drabs about the place, but it would be really good to have just a straight-up list of:
"this is fine to be part of your everyday stack" (e.g. choline)
"this should be cycled because you'll build up a tolerance" (e.g. caffeine)
and
"this should only be used short-term because the long-term effects could be bad" (e.g. levadopa)
not sure whether down-regulating fits into the 2nd or 3rd category, and obviously some people don't tolerate having choline every day, but it's still basically generally fine.
Has someone already made a list like that? If not, could we put one together?

Since we are being specific here, is it physically addictive, mentally addictive or both?

Amphetamine is both physically and mentally addictive. It is not to be taken lightly. It has been proven to cause long lasting structural changes in the reward center of the brain, and can be neurotoxic under certain conditions. It should not be touted as a nootropic. Cognitive/Motivation enhancer, yes. Nootropic, no.
