How do companies import piracetam for sale in the United States, if it is not allowed to be sold by the fda?

Since going through customs, companies need to declare any products. Wouldnt racetams be prohibiting from entering the country as prohibited for being sold? What is the procedure for importing it in bulk for sale?

Yes, they are all currently unscheduled, and no known natural source exists. That means they cannot be considered dietary supplements, but are not approved drugs. Noopept is on the fence, as it is a dipeptide of two naturally occurring amino acids, proline and glycine.
