Perverse incentive is usually the main gripe people have with the private sector.

Yes, but that has nothing to do with the point of cost. Allowing private companies to bid on projects will always reduce cost. And as long as you hold the company and executives personally liable, safety is better as well. Could the government do it better? Perhaps. Will they? I'll let you decide that.
