I would like to order piracetam through the pharmacy I work at, but what's the exact legal status for piracetam powder?

So I believe my research is complete and I'm ready to test out piracetam/choline. I'm a pharmacy student and a pharmacy tech at a very large pharmacy that compounds. I can purchase bulk quantities of compound quality piracetam powder, but the person that does the orders feels like there is no way I can just buy that as if it were OTC.
I've spoke to a pharmacist and he has never heard of it being used, but is actually very interested in what I've told him. All I can find is the FDA warning that doesn't allow it to be sold as a "dietary supplement".
So what I ask is, does anyone have any info on it's legal status that would allow me to buy pure piracetam powder through my work? And also, I may be wrong and this may be illegal, so either way some insight would be greatly appreciated.
I can't remember the exact price I may purchase it at either, but I didn't think it was too high and I would avoid all shipping fees.

That's exactly what I figured. The ordering person just seemed a little skeptical about me purchasing a full tub of something she can't find anything about. The FDA letter may add some back up, and I could even have a pharmacist persuade her.
It is pure piracetam powder that my pharmacy would use if a doctor called in a compound requiring it. Couldn't find any wholesalers with capsules in stock. We can order it from pharmaceutical wholesalers like Cardinal, but not exactly sure which manufacturer. I'm not sure about the price as I'm currently in class, but there would be no questioning its purity and only like a day or two wait for free shipping. I'm heading back into work in a few hours to try and figure out more details.
