A shitty bridge costs less to build than a good one, but it will have to be maintained much more.

That's why they have to have very specific RFPs, then hold companies and executives personally liable for quality standards. If they do that, then quality and efficiency will be better. That's due to the fact that our government has no incentive to be efficient, nor do they have proper accountability for mistakes.
