In a perfect world, yes. We do not live in a perfect world. Companies have an incentive to keep costs down and maintain efficiency. Our government currently does not. If they do not spend all their yearly budget, then it get's lowered the next year. I've contracted to the government many times now (local, state, and federal). It's it always the most profitable situation to be in. Once you win the bid, any future business they simply tell you what they need to spend. I have been told on multiple occasions to raise the price of my quote by government officials. I've made over 400% profit margin at times, at the request of the decision makers. Their goal is not to get the best deal. Their goal is to spend ALL of their budget. It's sad, and really opened my eyes to the problems we are facing. I've installed state of the art communication systems, smart boards, tablets and laptops for each student in schools. Then I watch as they cut teacher's salaries right afterwards, and even lay them off. Our government is fucked.
