Why isn't DXM a more popular nootropic?

Not in high doses, mind you, but I get a very "head-spacey clarity" and extreme mental alertness from doses 100-200mg. (Anything higher than 400 I've found dissociative)
Usually reserve it for times of high mental stress to avoid building up a tolerance.

Yet it produces a measurable, noticeable increase in mental ability?

Subjectively for you it does. I have never heard this before, nor can I find any studies that indicate that. If you can, please link them.
Regardless, to be a nootropic, a substance has to be non-toxic. DXM does not fit that. The LD50 in humans is around 28mg/kg. (210mg/kg for mice)
