So Eclonia Cava inhibits DHT in the scalp only?

Not only, but Ecklonia cava mainly inhibits 5α-reductase type 2. That is mostly localized in the scalp. 5α-reductase type 1 is in other areas, and Ecklonia cava doesn't seem to act on that one as much. Also, the phlorotannins from Ecklonia cava concentrate in sebaceous glands. That's what gives the more localized inhibition for hair growth.

That being said, there might still be some systemic reduction in DHT, even though the effects are more localized in the follicles. This is why I suggest taking our Tribugen with Ecklonia cava for those people that want to keep their muscle/central DHT level higher. Then the tribulus and Dioscorea nipponica can increase systemic DHT, while Ecklonia cava preferentially inhibits type 2 5α-reductase in the hair follicles.
