How exactly do I go about verifying a third party Certificate of Analysis? Companies just put a pdf of their CoA on their OWN WEBSITE. I'm not trusting that shit. Most of these testing places (eurofins, etc..) don't seem to have a database I can search.

Oh ok. I don't have much effects from caffeine/L-theanine, should k feel anything? Or noopept. Not much effects

You are probably one of the people that is sensitive to L-theanine. So the theanine is cancelling out some of the effects of the caffeine. You'd feel the flipped ratio, though. That's double the caffeine and half the theanine. It's a much more stimulating combo.
