Why is Modafinil considered a "smart-drug" while amphetamines are not considered "smart drugs"?

Modafinil seems to be a stimulant to me, of course Amphetamines such as Adderall and Vyvanse are a lot stronger and harder on the body, but why aren't amphetamines not considered smart drugs while Modafinil, clearly a mild stimulant, is?

"neurotoxic" is one of the biggest abuses of etymology in the history of English semantics. the only thing worse might be some word that's yet to be implemented like 'sociotoxic' where the criteria are purely behavioral. to be 'toxic' all you need to do is be bad for your brain in some very vague way, which can just include being off from normal levels.
sugar is neurotoxic, by definition. the gateway to entry for a word classifying as 'neurotoxic' is so low that noncentral fallacy is virtually guaranteed past a certain point.
yes there are cases where neurotoxicity is extremely important, and then there's "my DAT is slightly off from normal levels" neurotoxic. the word sounds so much more serious than what the bar for entry actually is and without qualifying and quantifying in what particular way the neurotoxic thing is being neurotoxic the word tells you nothing and might harm understanding more than help. I also know people are taking neurotoxicity claims at face value far too often because I never see requests for elaboration when I should from anyone with a responsible sense of rigor.
'cardiotoxic' is similar. by definition, my ex girlfriend is cardiotoxic.
