Why is Modafinil considered a "smart-drug" while amphetamines are not considered "smart drugs"?

Modafinil seems to be a stimulant to me, of course Amphetamines such as Adderall and Vyvanse are a lot stronger and harder on the body, but why aren't amphetamines not considered smart drugs while Modafinil, clearly a mild stimulant, is?

Modifinal is also not a scheduled drug in most places or is at the low level of drug scheduling. Whereas amphetamines tend to be in the more serious categories.

Yeah, schedule 2 is a lot more serious than schedule 4.
