Are nootropics illegal in the UK yet?

I've heard about a blanket ban on nootropics in the UK, but I don't know much about it. Is this ban already in place?

She announced the bill - now the bills being approved/scrutinised through its many stages in parliament. Although the bill is attracting derision from all quarters, it doesn't look like there'll be any fundamental changes to it's basic principles - it's law-making by tabloid media, as no-one in politics wants to be seen as 'the person who wants kids to be able to buy legal highs on our high streets'.
The medical profession in the UK will almost to a man come out against nootropics for public sale, if that serious debate were ever to happen anyway.

It's really too bad nobody is going to stand up to it. It will be interesting to see any UK citizens speak out against it, or if they just go along with it.
