Legal Advice Regarding The Sale of Nootropics

Hello everyone!
I am interested in including a nootropic (either piracetam or aniracetam) in a powder designed to improve mental acuity.
I am aware the that all nootropics are legal in the United States, however sale of them as dietary supplements is not.
How can I get around this regulation so I can include a nootropic as one of my main ingredients?

The FDA has made their stance clear on piracetam, aniracetam, oxiracetam and a number of other nootropics. It's just a matter
of the FDA conducting an inspection and issuing a cease and desist letter.

Yeah, their official stance is clear. I am just not sure if they are willingly overlooking some vendors, or if they are just understaffed, and will get to it eventually.
