I think unabated anything can be pathogenic. Life is all about balance. Too much NGF can cause tumor proliferation. That doesn't mean targeting NGF is a bad idea for cognitive purposes. I certainly would not want unabated NGF, though. Same for growth hormone. You need good levels of growth hormone for muscle repair and recovery, but you can get gigantism with it unabated.
If you read that study, it looks like the issue is not with pDCs themselves, but with type I interferons and IFN-alpha specifically. This is the primary pro-inflammatory cytokine that is controlled by pDCs. However, pDCs also control TNF, IL-6, type III IFNs, chemokines, and antigens, which are things we want for proper immunity. So even in the cases of autoimmune disorders like Lupus, you don't want to inhibit pDCs across the board. They are talking about targeting downstream type I interferons and IFN-alpha. Because if you blanket target pDCs, then you run the risk of lowering your immune function towards things like viruses.

If you look at LC-Plasma specifically, it is essentially using very specific bacteria DNA fragments to tell your body to gear up for a fight against pathogens. This makes it more adept at fighting those things. I am not sure if someone with an autoimmune disease has tried LC-Plasma, though. So it is hard to say how it would affect that situation. Someone with Lupus or something is not going out and trying new immune supplements without their doctor's supervision, though.
