Dosage of Nootropics Depot's Noopept?

The capsules say they have 30mg per dosage, but when weighing the capsule, they come out to approximately 475mg... what's the deal?
I was gonna break the capsule into two 15 mg doses throughout the day, but even if I poor out 30 mg of the powder onto my scale for a dose, I still have roughly 7/8ths of the power left in the pill...

That's the filler. It's the same reason our 300 microgram melatonin don't just have 300mcg of powder in them. You can only go so small on capsules. So for the lower dose things, you formulate the mixture in such a way that you get the desired amount of active in the entire capsule. The same goes for tablets. Those have fillers and binders in them. A 10mg Zyrtec has a lot more than just 10mg of weight per tablet. It is easier to break apart tablets into smaller amounts, though. You can't really accurately break up a capsule into smaller doses. At that point you should just get the pure powder and weigh the desired dose you want.
