Nootropics Depot asking for a lot of personal information just to make a purchase...

I am trying to make my first purchase with Nootropics Depot. As you get 10% off as a first purchaser I decided I would stock up - to the amount of about $390 USD. I get this email a few days later, about noon'ish:

Thanks for your order! We have received payment on your order, however, our fraud protection software has flagged the order due to a recent amount of fraud. Because this is your first large order with us, our fraud prevention requires another step of verification. Typically this verification is handled by getting a scan of your identification, credit card used (you may redact all but the last four digits), and a copy of a utility bill that verifies your billing address. Once we have this information, we will then be able to approve this purchase, and we will not need to verify future orders.
If we do not receive a response regarding the verification of your order by the end of the day, we will unfortunately have to cancel your order. Sorry for any inconvenience.

Gyaahd this is terrible. I knew Ceretropic was pretty much on the chopping block, but I didn't realize ND was so close in line, too.
Where is the justice in this? How can these fraudsters be exposed? I appreciate that you want to maintain a professional front, but it sounds like this kind of fraud is a serious threat to the well-being of the entire nootropics community.
ND and Ceretropic were both born from the community at /r/Nootropics. It's only reasonable that we have the wherewithall to look after our own. You shouldn't have to suffer this in silence while some iniquitous force wreaks havoc on one of the cornerstones of the Nootropics community with abandon, forcing further and further stringency and the alienation of new customers.
It's terrible, and anyone involved in it should be called out. It's how we've managed to lift up the product quality in this community, and now we are allowing fraudsters to undo that conscientious work.

Everything is on the chopping block if payment processing and bank accounts get shut down. Vendors literally have zero power against these companies.

If you are looking for justice, you will not find it. Trust me, I've tried. Try getting either local or federal law enforcement to investigate smaller fraud, and you'll see. They have too many more pressing things to deal with. Civil is another dead end, unless you want to waste even more money bleeding a stone dry. I wasted enough time and money with lawyers trying to find a way to stop this, and go after the people doing it. It's useless.
I am not going to call anyone out publicly. That just puts us in more legal risk. It's not just one or two people. There are a ton.
