this is a link to a review of noopept.
it says noopept is only available in pill form not bulk powders.
i cant find information about its publication date so not sure if its out of date.
since this review has noopept been manufactured in powder for my lekko pharmaceuticals

see thats the part i dont get.
when you say ethyl ester form,.
the l-prolyglycine becomes the ethyl ester because its open hydroxyl group is replaced capping the c-terminus. i dont understand capping, will check it out. but from what i understand you are saying that the l-prolyglycine has its hydroxyl group replaced with an ethyl ester. but what is that ethyl ester or does it not matter at all(because they'll all result in ethanol, or the same effect will be achieved regardless of the ethyl ester used).

An ester is just an acid where one of the hydroxyl groups has been replaced by an alkoxy group. That's just a carbon chain bonded to an oxygen. The L-prolylglycine is an amino acid with an open hydroxyl group. So add an extra carbon sidechain to L-prolylglycine, and you have an ethyl ester. It's just an extra couple single-bonded carbons off the hydroxyl group. You can look at the difference between creatine and creatine ethyl ester to see the same modification. It's just a couple extra carbon atoms off what would normally be an open hydroxyl group.
