this is a link to a review of noopept.
it says noopept is only available in pill form not bulk powders.
i cant find information about its publication date so not sure if its out of date.
since this review has noopept been manufactured in powder for my lekko pharmaceuticals

so the ethyl ester is l-prolylglycine which turns to cylco-prolylglycine, phenylacetic acid and ethanol.
im sorry i thought that the name l-prolylglycine would be a portmanteau of its constituents.

Well L-prolylglycine is kind of a portmanteau. It's the levorotory isomer of the peptide made of proline and glycine. So L-proline and L-glycine are the two amino acids that make it up, thus the name L-prolylglycine. In Noopept, it's in its ethyl ester form. Normally L-prolylglycine is in the straight amino acid form, with an open hydroxyl group. In Noopept, it has an ethyl ester capping the C-terminus. Cylco-prolylglycine is L-prolylglycine, where it has been cyclized, and the open hydroxyl curves around to form a bond with the open nitrogen of the pyrrolidine ring.
