I got some Noopept capsules from PowderCity. I'm not keen on sublingual admin. I've read that bioavailability is around 9-10% orally, So I'm thinking of starting at 100mg orally ... Would this mean approximately 9-10 mg will successfully enter my bloodstream? Whats the downside to megadosing orally to get the desired effect ?

It's not that simple. Oral dosage show different metabolites than other ROAs too. So you can just take 10X the dosage, and expect the same effect. 100mg oral Noopept is not a good idea to start with. Go with 30mg instead, or use 10mg sublingually. Or you can just go with the Russian recommendation, and do 50mg orally. Anecdotes show differing results with that method, though.
