Have any clinical studies found any nootropic that are able to improve baseline cognitive performance in healthy young people, and those with minor cognitive deficits? If so which nootropics? I am aware of the ability of nootropics to improve cognitive functions while taking them. But do any improve cognitive functions after having stopped taking the substance?

correct. a few nootropics are known for increasing bdnf which in turn enhances neural plasticity presumably leading to a permanent improvement. anything else?

Tianeptine induces synaptogenesis. I do not think there are any studies investigating the cognitive implication of that, though.
