Have any clinical studies found any nootropic that are able to improve baseline cognitive performance in healthy young people, and those with minor cognitive deficits? If so which nootropics? I am aware of the ability of nootropics to improve cognitive functions while taking them. But do any improve cognitive functions after having stopped taking the substance?

I think there's a significant amount of publication bias in fish oil research. It became a research fad, and positive results tend to get published. Systematic reviews and large studies tend to show little or no benefit.

There are multiple supplements where that is the case. It's funny to watch the cyclical fads rise and fade with market trends.
