I've seen a lot of questions on solubility of noopept, and some on its biodegradability. Here's a paste of the info and source at bottom

Tl;dr
Water Solubility Estimate from Log Kow (WSKOW v1.41):
Water Solubility at 25 deg C (mg/L): 1283
log Kow used: 1.02 (estimated)

Water Sol Estimate from Fragments:
Wat Sol (v1.01 est) = 18624 mg/L

At room temperature, the predicted solubility using fragment logS method is 18.624 (just under 20)
This could be useful in that we know that 10mg will dissolve per ml and stay dissolved in case of temperature drop. Related to ceretropic.com's system of dissolved noopept, this can let you know about what temperature it should stay in to remain in solution. Also viable for home-made dropper solutions.

Well since noopept is subjected to degradation via hydrolysis, I hope none of you are using water in your solutions. We certainly are not, as that would degrade the noopept rather quickly.
