Why are racetams not available locally?

I've been taking Aniracetam for a few months now and am fairly happy with its effects.
I'm in the US and living in a large city but there is no obvious local vendor of the stuff (or other racetams in general). Why is this? Any other supplement I need I can get down the street. My wife suggests that I'm putting myself at some risk by taking pills purchased on eBay, and I don't disagree with her logic. I understand that racetams are drugs rather than 'supplements' but that still doesn't really answer the question.

Doesn't the "not approved by the FDA to treat any medical condition" warning that they carry act as a get out of jail free card? i have seen this on everything from racetams to Zinc supplements.
I thought the main issue is if you were selling them as a medicine or if what you were selling was not what you claimed (choline bitartate as alpha-cpc etc)?

Haha, no. Saying that you are violating FDA guidelines does not make you immune to their regulations. If you are selling for human consumption, and it's not an approved drug or natural supplement, you are violating FDA guidelines. You may not be targeted by them, but you are still technically in violation.
Estimates state that up to 80% of supplements on the market are in violation of one or multiple FDA guidelines. It's just not enforced very strictly.
