Why are racetams not available locally?

I've been taking Aniracetam for a few months now and am fairly happy with its effects.
I'm in the US and living in a large city but there is no obvious local vendor of the stuff (or other racetams in general). Why is this? Any other supplement I need I can get down the street. My wife suggests that I'm putting myself at some risk by taking pills purchased on eBay, and I don't disagree with her logic. I understand that racetams are drugs rather than 'supplements' but that still doesn't really answer the question.
What they were answering

so basically its one of those situations where it might be illegal but they won't do something until someone complains. So in the case of DMAA they had a few people die who had taken Jack3d so the FDA stepped in.

Essentially, yes. Until something in brought to their attention, they don't really go after it.
