Why are racetams not available locally?

I've been taking Aniracetam for a few months now and am fairly happy with its effects.
I'm in the US and living in a large city but there is no obvious local vendor of the stuff (or other racetams in general). Why is this? Any other supplement I need I can get down the street. My wife suggests that I'm putting myself at some risk by taking pills purchased on eBay, and I don't disagree with her logic. I understand that racetams are drugs rather than 'supplements' but that still doesn't really answer the question.

Really? I guess I'm out of the loop on regulations. Cognitive Nutrition bottles (and one of the guys at the store) say the company is in Chicago, so I figured everything was on the up and up. Maybe I should take down my reply with the store name and location...

That's up to you. They are definitely in violation of FDA guidelines, as the racetams are not approved drugs, nor are they natural derivatives. The FDA only has two classifications: drugs and foods (supplements fall into this). Therefore, most nootropics fall into what is being referred to as pseudo-pharmaceuticals. This means that they are not approved for human consumption, and many payment processors will not even work with you because that is listed as a high risk transaction.
Now online, the FDA gives retailers some leeway. However, physical stores are under much more scrutiny. If a store around me was currently carrying racetams, I would definitely keep it hush hush, as I would not want to get them in trouble.
