Why are racetams not available locally?

I've been taking Aniracetam for a few months now and am fairly happy with its effects.
I'm in the US and living in a large city but there is no obvious local vendor of the stuff (or other racetams in general). Why is this? Any other supplement I need I can get down the street. My wife suggests that I'm putting myself at some risk by taking pills purchased on eBay, and I don't disagree with her logic. I understand that racetams are drugs rather than 'supplements' but that still doesn't really answer the question.

I work in the sports supplement industry and can tell you that many of the products we have contain things not found in nature. Take DMAA, even in face of the FDA asking companies such as USP Labs and Nutrex to stop selling it, they continue. Is it derived from nature, kind-a-sort-of. It's geranium extract but its synthesized in a lab. Arn't most vitamins synthesized in labs?
Btw Mister, I remember talking to you about a product I was going to make some time back. If you want a bottle I'll send you one to try.

I was oversimplifying the FDA guidelines for the sake of discussion. It's much more complicated than just, is it natural or not.
And as I stated before, some estimates show that as high as 80% of the dietary supplements on the market in the United States are violating one or more FDA guidelines. Many times the FDA cites these companies multiple times per year. However, it seems they stop short of costly legal battles in most of the cases, like with the DMAA supplements. The FDA is currently getting their legal ducks in a row, so to speak. They can only go after so many things, so they let many other things slide.
That does not mean their inaction towards a specific substance or vendor is any way negating the guidelines they set forth. It just means that they are not very effective at enforcing them.
