Noopept's clumpiness [X-Post from r/Stackadvice

It was suggested that I post here for better visibility and better advice.
So I just received my order of Noopept and I'm really excited to try it. The thing is, it's really clumpy and sticky. It sticks to the scooper that came with it, and it's really difficult to dump it out. When I tried taking my first dose of 10mg, I was forced to use a pencil to scoop the Noopept out of the scooper onto an index card and sort of tap it into my mouth - sort of like eating the crumbs from a bag of chips. Is there any better way to take Noopept without going the route of buying a pill machine?
Additionally, I've had somebody suggest mixing a larger amount fat-soluble Noopept in an oil-based solution, and then measuring out doses from that, but I was trying to take Noopept sublingually. How susceptible is Noopept to breakdown by intestinal proteases anyway?
Thanks for all the help guys!

Noopept is very susceptible to enzymes in the stomach. Enzymes in the GI tract can break the bond between the glycine and pyrollidine structures. It is definitely orally active. However, even the Russian literature suggests sublingual administration.
