How do you take something sublingually? I just ordered noopept do you mix it with a little water then under the tongue?

And what's the best technique for getting it under your tongue? It's hard as balls to get that powder out of my ~10mg spoon. Right now I'm dumping a spoonful and a half on a hard surface, scooping up on to a corner of a credit card, and then transferring into my mouth. I'm loosing a lot of the fine powder in the process, and I probably look like I'm secretly measuring heroine. There has to be a more elegant way...
