Ok, I can read. I'll say again in clearer language as maybe there was some ambiguity.
Only one state on that list, Kansas says anything about the cost of documents that are required for obtaining an ID. While they all allow for the ID or EIC in texas' case to be provided under some circumstances that doesn't mean that the ID is free as you still need to acquire the paper necessary to get one.
So again, I ask do you have a source or sources that show that the documents required to get a free ID are free themselves outside of the state of Kansas. Or do they cost money as they have been.
Also, my other original question, what about people that move from state to state.

Not all of them require it. Many of them will allow you to cast a provisional ballot if you sign a sworn affidavit stating you are a citizen. They will only investigate if they have cause to think it is fraudulent. Another state only requires that your signature match that of your voter registration. And most states accept social security card as documentation, which is also free to get.

But not all states even require you to have a birth certificate for the voter ID card. Some of the states are pretty lax, only needing basic information and an affidavit. Then they will investigate further if it is suspected fraud.
