Loitering. Suspected public intoxication (used WAY often against homeless people just sitting around at bus stops, etc). Urban camping. Littering.

So perhaps the wording should be changed to only apply at traffic stops or criminal violations. The aspect I liked about the law was that it made it illegal for cities to become sanctuaries. They were effectively saying they were welcoming illegal immigrants into their jurisdiction and saying they would refuse to enforce immigration law! Whether it was a ploy to appeal to Hispanic voters, or simply a political statement, that is not acceptable or fair to the law abiding citizens in that jurisdiction!
