True for "nutrients" as defined in the various classes listed in link, but would note that most of the stuff included in the "supplements" from the article probably don't qualify.

It still qualifies under the 21 CRF 111.70, where you have to set specifications for your product that include "identity, purity, strength, and composition of the finished batch of the dietary supplement, and for limits on those types of contamination that may adulterate, or that may lead to adulteration of, the finished batch of the dietary supplement to ensure the quality of the dietary supplement." Then you have to build quality systems around ensuring your products meet those specifications, and then that your label matches the specs. They don't explicitly call out non-RDI ingredients in the industry guidance doc I linked, but I can assure you that you have to be at or above label claim. I've spoken to the auditors that have come into our facility, and we discuss it every year when we renew our cGMP certification.
