Has usps been having trouble scanning recently?

I ordered on saturday priority mail and Tempe, AZ shipment was recieved, acceptance pending. Fast foward to Wednesday and it still says the same thing. I dont mind if the shipment is just late but im wondering if usps usually has trouble scanning packages, especially during the holidays.

I'm a little confused as to what this means for international shipping.
If I choose "Standard International shipping" as I've allways done, it costs 11$. That would be USPS, right?
The cheapest international shipping option from fed-ex costs 35$ - so that's a rough one.
Delivery to Germany btw, for anyone that's wondering.
I do feel like delivery times have gotten longer recently, though that could allways be due to german customs, and not the delivery service itself.

No, our standard international mail is DHL Ecommerce. That has DHL take it from us, sort it in California, then hand it over to the local postal systems of the various countries. USPS doesn't touch those.
