How widespread are fake supplements?

So, a question I haven't seen asked here and one I'm curious in. How many supplements are fake on the market? How many supplements get stored improperly? Is there any kind of U.S or European regulation that tests the supplements for their claims?
I've just recently had Ashwagandha that did good from one brand and Ashwagandha that sucked from another and I want to understand why. One was an extract in a pill and the other was just root powder itself. The extract claimed 5% Withanolides, while the root power didn't claim anything. So could it be that one of my Ashwanadha's just freaking sucked and probably was a scam?
And this doesn't only apply to Ashwagandha, it happens many times, I'd estimate half my supplements to be useless. I usually pay for the cheapest supps, but I live in Europe and thought maybe it'd be regulated?
Also any European brands recommended here? I usually just buy generic brands...
As an example here's a Washington Post article claiming 80% of herbal supplements don't contain the herbs? [https://www.washingtonpost.com/news/morning-mix/wp/2015/02/03/gnc-target-wal-mart-walgreens-accused-of-selling-fake-herbals/](https://www.washingtonpost.com/news/morning-mi…

I remember drinking fermented milk ( kefir ) and I spread the bottle out over the course of the day drinking a little every few hours because it was a large bottle, also to try and taper the possible effects, i still had gas, just maybe not as much and as frequent, people say that when you use probiotics and you experience the unwanted bloating/gas you just have to give your gut flora time to 'adjust' etc but I don't take them regularly unless there's an explicit reason like a previous course of antibiotics.
So I guess I just gotta keep making excuses to leave the room or pretend I've got a tiny bladder ha

There is legitimacy in the theory that you need to give your system time to adapt to the probiotics, but that can take some time and be pretty uncomfortable for some people.
